About Us

Arcus Policy Research is an independent policy research organization working at the confluence of agriculture, economics, and social transformation. Operating since 2018, we undertake empirically grounded research and strategic advisory to inform inclusive development and institutional reform. We undertake research for government bodies, philanthropic institutions, multilateral agencies, and civil society organizations, generating empirically grounded insights that inform strategic planning and programmatic decision-making. Our approach emphasizes methodological rigor, institutional relevance, and an enduring commitment to inclusive and sustainable transformation.

Since 2018

Arcus Policy Research operates on the premise that enduring policy solutions emerge from methodical research, strategic insight, and grounded sectoral understanding. Operating since 2018, Arcus Policy Research is a nascent yet steadily growing research organization, emerging as a hub for rigorous policy analysis, data-driven insights, and strategic advisory. With a focus on methodological integrity and collaborative inquiry, we are building a distinct identity within the policy research ecosystem. With an emphasis on advancing sectoral understanding, our work supports the development of resilient and equitable approaches within the agricultural and allied sectors, contributing to informed dialogue and long-term sustainability.

Our Value Proposition

We operate at the confluence of economic transitions, gender dynamics, social structures, and technological advancements, critically examining the evolving agricultural landscape and its intersections with allied sectors such as climate & sustainability, bioenergy, and rural livelihoods. Through a rigorous, data-driven approach, we strengthen the design and evaluation of various policies and programs, contributing to their practical relevance and strategic coherence. For instance, we are currently supporting initiatives in three Indian states by developing MLE frameworks that help partner institutions assess and improve service delivery—from agricultural inputs to market linkages and extension services.

Insights. Implement. Impact

By combining sector-specific insights with empirical research, Arcus Policy Research contributes to the knowledge base that informs policy design and strategic decision-making across agricultural and allied sectors. We work to inform and empower a diverse spectrum of stakeholders—including policymakers, farmers, research institutions, agribusinesses, and governance bodies—by providing evidence-based strategies tailored to contemporary challenges in agriculture and allied industries. We provide sustained research support to institutions—including government bodies, think tanks, and private sector organizations—enabling the design of responsive strategies and institutional frameworks. By integrating empirical evidence with sectoral insight, our work contributes to addressing structural inefficiencies and strengthening the adaptability of policy and programmatic responses across

Our engagement approach

At Arcus Policy Research, our work is rooted in a multi-pronged methodology that integrates empirical research, analytical modeling, and sectoral expertise. By combining large-scale quantitative analysis with grounded qualitative insights, we generate knowledge that supports organisations, governments, and institutions working directly with beneficiaries. This approach enables evidence-informed strategies across agriculture, rural livelihoods, bioenergy, and allied sectors, contributing to more responsive and inclusive interventions.

Data triangulation is central to our methodology, facilitating a comprehensive and context-sensitive understanding of the sectors we engage with. By systematically integrating large-scale quantitative datasets with qualitative evidence—derived from stakeholder consultations, ethnographic fieldwork, and participatory rural appraisals—we account for both structural patterns and localized socio-political dynamics. This layered analytical approach not only enhances the robustness and credibility of our findings but also mitigates methodological biases inherent in single-source analyses. Particularly in complex policy domains such as agriculture, livelihoods, and gender, triangulation enables us to identify interlinkages between institutional structures, community practices, and policy frameworks. It allows our work to remain empirically grounded while remaining sensitive to heterogeneity, thus ensuring that the insights we produce are analytically rigorous and operationally relevant for the organisations we support.

We adopt an interdisciplinary and adaptive methodological framework that integrates empirical rigor with sectoral specificity. Combining policy evaluation tools, institutional analysis, and contextual diagnostics, our approach enables a nuanced understanding of systemic challenges. This methodological orientation allows us to respond to dynamic field realities while aligning research design with the informational needs of stakeholders working directly on implementation and delivery.
